LGSETA: Bursary funding window for unemployed beneficiaries

The Local Government Sector Education and Training Authority (LGSETA) invites unemployed individuals / students interested in the local government to apply for the Discretionary Grants Bursary 1st Funding Window in support of the LGSETA Annual Performance Plan (APP) targets for 2024/2025 financial year.

Who can apply?

  1. South African students and those with permanent residence status.
  2. University, University of Technology, and TVET Colleges (NATED programmes) students or Grade 12 learners who have been accepted in institutions of higher learning.
  3. Students who are accepted or received provisional acceptance for a course/qualification that is in line with local government sector.
  4. Priority will be given to studies that relate to the local government sector priority occupations priorities aligned to the broad service delivery areas and support functions aligned to the five
    broad focus areas of LGSETA.
  5. Please refer to the list of qualifications that will be supported for the bursary on the LGSETA website.
  6. Only students that are studying full time will be funded.

How to apply?

  1. Go to the LGSETA website http://www.lgseta.org.za and follow these steps:
    i. Click Services tab.
    ii. Then click DG Bursary under Learners tab.
    iii. Lastly click on the link provided under 2024-2025; thereafter
  2. Complete the online Bursary application form (or download it here)
  3. Upload all the required supporting documents on the link within your online application.
  4. Submit your application.

Submissions

  1. An individual bursary application must be submitted by each student/learner through the LGSETA Microsoft Forms as per details under how to apply (No applications should be sent via email addresses or hand delivered).
  2. The application window opens on 3 November 2024 at 8:00 am and closes on 30 November
  3. The deadline will not be extended. Late or incomplete applications will not be considered.
  4. The List of qualifications that will be funded is accessible from the LGSETA website www.lgseta.org.za (or access it directly here).

Please Note

  1. All Bursary applications are subject to approval by the LGSETA Accounting Authority.
  2. The allocation of these Bursaries will be dependent on the availability of funds and on applicants meeting all requirements as per the programmes funding criteria, policies, and
    procedures.
  3. LGSETA reserves the right to cancel the discretionary grant funding window in whole or in part at its discretion.
  4. If you have not heard from us within three (3) months of submitting your application, please consider your application unsuccessful.

The financial contribution by GRDM, is restricted to full-time study and attendance at SAQA accredited Tertiary, or TVET institutions. This is ONLY applicable to students whose parents permanently reside within the Garden Route municipal area.

Application forms are available at the GRDM and satellite offices during normal office hours (Monday – Thursday 07:30 – 16:30; Friday 07:30 – 13:30). Application forms are also available from the GRDM’s website.

THE GARDEN ROUTE DISTRICT MUNICIPALITY WILL ONLY CONSIDER COMPLETED APPLICATIONS AND IF THE DOCUMENTS MENTIONED BELOW HAVE BEEN INCLUDED.

A detailed Curriculum Vitae and cover letter, application form, and certified copies of the following documentation must be attached: Latest or Grade 12 results or equal qualification; latest examination results of students currently enrolled at tertiary institutions; certified copy of I.D.; affidavit of parents’ combined income and proof of residential address (municipal account).

19 July 2023 Financial Assistance towards Further Studies 2024 – National Government

The Department of Agriculture, Land Reform and Rural Development (DALRRD) intends to award comprehensive bursaries to qualifying applicants pursuing and/or intending to further their studies in identified careers in the agriculture, land reform and rural development sector for the 2024 academic year. The bursary will cover tuition, accommodation, books, meals and monthly allowance. The bursary awards target the previously disadvantaged and impoverished persons from poverty-stricken and rural communities.

Last year in October 2022, the Local Government Sector Education and Training Authority (LGSETA) invited stakeholders in the Local Government Sector to apply for their Discretionary Grant that is in line with their (LGSETA’s) priority areas. Garden Route District Municipality (GRDM) subsequently applied for the Grant and was awarded R10 million for their bursary needs.

This application, together with applications received from other Local Government stakeholders, went through a desktop evaluation process. Through the initiative, bursaries to the value of more than R1 000 000 were approved for the internal staff that are currently pursuing studies in various fields. A total of 21 staff members are benefiting from this bursary programme while completing studies in their specialised fields. This was the first time that the GRDM have submitted applications for Internal bursaries which were all approved.

A further R2.586 000 million have been approved for the following training programmes for employed and unemployed persons across the Garden Route district:

  • Occupational Certificate Training in Firefighting for fifteen (15) unemployed youth = R43 600 per person.

  • Occupational Certificate Training in Firefighting for 5 employed = R20 000.00 per person.

  • Further Education and Training Certificate in Water and Wastewater Treatment Process Control Supervision for twenty-four (24) persons = R20 000 per person.

  • National Certificate in Water and Wastewater Process Control for fifty (50) employed persons = R20 000.00 per person.

  • Lastly, National Certificate Process Control training for sixteen (16) employed persons to the value of R22 000 per person has also been approved.

All funds received for the internal and external bursaries will have to be spent within the LGSETA timeframes.

In addition to the application submitted by GRDM to the LGSETA, the Municipality has made changes to its Occupational Certificate: Electrician programme, for forty-seven (47) employed persons that will be trained over a period of three years. The amended application is currently in process and the GRDM is waiting for feedback from the LGSETA. The Municipality is hopeful that a favourable response will be received.

By continuously partnering and working with the LGSETA, Local Municipalities in the Garden Route and Training Providers, the GRDM aims to reach its strategic objective, which is “a skilled workforce and community”. As a district municipality, the GRDM serves the local municipalities within the District and therefore believes in the principal of lifelong learning and supports the development of its officials towards better service delivery for all it serves.

Garden Route District Municipality (GRDM) receives a major injection for its internal bursaries too from the Local Government Sector Education Training Authority (LGSETA).

When LGSETA opened their funding window in November 2021, the GRDM applied for the LGSETA Discretionary funding. As part of the evaluation process, LGSETA evaluated GRDM’s application in two phases namely a, (a) desktop evaluation and (b) due diligence evaluation.  The LGSETA Board subsequently approved the Discretionary Grant application for the learning interventions and confirmed its intention to enter into a contract with the GRDM and the skills development provider.

On Thursday, 11 August 2022, a letter of intent to accept the allocation was signed by the GRDM Municipal Manager, Mr Monde Stratu.

“We are extremely grateful to LGSETA for providing us with this a much needed award for our internal candidates who are committed to furthering their studies to enhance service delivery. We consider skills development, self-development, and career advancement to be an integral part of an employee’s growth, as they can even benefit you professionally,” said Ms Trix Holtzhausen, Executive Manager of the GRDM Corporate Services.

Ms Holtzhausen further commended her Human Resources Section and acknowledged the vital role the Training Unit consisting of Mr Reginald Salmons, Ms Angeline Naidoo, Ms Angela-Ziva Coetzee and Ms Alvera Joseph during this process.

According to Ms Holtzhausen, the total amount awarded for internal bursaries stands at R1.3 million.  This award will assist employees/students already registered for the current academic year to fund their outstanding fees.

The financial contribution by GRDM and Western Cape Provincial Treasury, is restricted to full-time study and attendance at SAQA accredited tertiary institution. This is ONLY applicable to students whose parents permanently reside within the Garden Route municipal area.

Requirements: Must currently study towards a formal qualification in Finance/Auditing.
