The Financial Services Department aims to ensure efficient and effective financial management for the Garden Route District Municipality within the financial constraints that face district municipalities and to ensure financial sustainability with the limited resources and to be able to deliver the mandated services within the budgetary constraints.

Duties and Responsibilities

  • Provide financial management support services to the organisation to ensure the implementation of policies, systems and procedures in accordance with legislative and accounting requirements e.g. reporting, financial analysis, etc.
  • Render income and expenditure services to ensure the recording, authorisation and execution of policies, procedures and transactions are a true reflection of past events and are complete for audit purposes.
  • Managing Supply Chain Management (SCM) to ensure proper systems, procedures and control for demand, acquisitions, logistics, assets and disposal management and to ensure compliance with the SCM policy and applicable legislation.

Budget, Treasury Office, Annual Financial Statements and Assets

Duties and Responsibilities:

  • Manage the Budget and Treasury Office and Assets of the Municipality;
  • Provide a climate conducive to meet objectives of the Department and ensure that Key Performance Areas are identified, objectives aligned and appropriate procedures developed and implemented on approval;
  • Guide administrative compliance;
    Coordinate strategies to ensure linking of the IDP, Budget and Performance Management Systems;
  • Ensure effective and efficient budgeting, forecasting and utilisation of municipal resources in order to achieve the objectives of the municipality;
    Manage the timely preparation, submission and publication of statutory reports to adhere to national, provincial and institutional legislation, regulations, by-laws, instructions and financial standards and generally accepted financial practices in order to ensure a professional and efficient financial management service.

Managing Supply Chain Management (SCM) to ensure proper systems, procedures and control for demand, acquisitions, logistics, assets and disposal management and to ensure compliance to the SCM policy and applicable legislation.

Income, Expenditure, Bank Reconciliations and Remuneration

Duties and Responsibilities:

  • Manage and assist in the preparation of financial statements & audit file to ensure that all financial statements are prepared in all material respects, in accordance with GRAP and that they reflects the financial position of the municipality and that the results of the Municipality’s operations and cash flow information for the year ended are fairly presented;
  • Ensure that all transactions that occur, are recorded in the general ledger;
  • Manage the provision of an effective Credit Control and Debt Collection function;
  • Manage the provision of an efficient and effective Income function;
  • Manage the provision of an effective expenditure function;
  • Assist the Auditor General & implement audit recommendations;
  • Management of financial reforms for example mSCOA.
