During the past weekend (3-5 July 2020) essential workers from Garden Route District Municipality (GRDM) continued with their schedule to disinfect areas in George in their endeavour to reduce the risk of the transmission of the COVID-19 Coronavirus in the district.

The latest charts issued by the Western Cape Department of Health, illustrating the hotspots identified in the George area.

Fourteen (14) Environmental Health Practitioners and 12 Firefighters from GRDM accompanied by Municipality’s Portfolio Chairperson for Community Services, Cllr Khayalethu Lose, with the assistance of the South African Police Services, formed part of the operation.  The disinfection took place at areas located in Thembalethu, Pacaltsdorp, Lawaaikamp and Maraiskamp, with the focus on reaching the emerging hotspots in George.  Routine visits to those in self-quarantine or self-isolation at their private residences also formed part of the operation. This is done to ensure that members of the public adhere to the regulated COVID-19 protocols and for team to continue with contact tracing. It is also welcomed by patients because a time in isolation or quarantine can be lonely.

In the Thembalethu area, the Shopping Square, 30 taxis and the garage area were disinfected, as well as the inside of shops and business premises. According to GRDM Station Officer: Fire & Safety Training, Mr Deon Stoffels, who supervises the operations, these businesses include: barbers, hair salons, timber shops and car spares shops. “The operation continued in Pacaltsdorp with the outside of the food retail stores and all other places where many feet pass through,” he said. In the Rosemoor residential area, all main shops and four spaza shops in Protea Park were also disinfected.The operation continued in Pacaltsdorp with the outside of Spar, the Mingo Camp and all main shops that were disinfected,” he said. As part of the programme, bottles of disinfectant, hand sanitisers and soap are handed over to the owners and/or representatives of the respective public areas, as well as patients/contacts at private residences to ensure they and the environment they live in, are kept hygienic and safe.

According to Mr Johan Compion, Manager for Municipal Health and Environmental Services at GRDM, visits to disinfect these spots were not randomly done. He explained: “These areas were identified as hotspots or to reach patients who have tested positive for COVID-19”.  Compion further said:  “During our visits to especially the private residences, 3.77% of these were non-compliant, but we issued notices of warning to all who did not comply to the regulations that were put in place by the Western Cape Department of Health”.

“As part of the continued programme, we plan to visit and disinfect more areas in the Garden Route,” Mr Clive Africa, GRDM Executive Manager for Community Services, said.  He concluded and confirmed that areas in Mossel Bay and Knysna will be the next areas where similar exercises will be conducted in the upcoming weeks.

It will become south-westerly winds (70-100km/h) along the coastal areas between Lambert’s Bay and Plettenberg Bay on Saturday (11/07/2020) morning, moderating by the afternoon.

Garden Route District Municipality’s (GRDM) Head Office in George will be closed tomorrow, 7 July 2020 and reopen on 8 July 2020. The decision was made after another GRDM employee from the Head Office tested positive for COVID-19.

All GRDM satellite offices in the district will continue to operate as normal. The temporary closure of the head office will allow the municipality to take the necessary precautions related to the COVID-19 protocols.

It is important that everyone adheres to all principles to prevent the spread of the virus. Stay at home, if you can work from home. Make sure that you keep a 1.5 meter distance between yourself and the next person, wear a clean cloth mask when you have to go out, wash your hands often and avoid touching your face. If you feel sick also stay at home and seek urgent medical care when experiencing difficulty breathing.

Update from the Garden Route Business Continuity Workstream – Re-Imagine the Garden Route

What do the names “Tomorrow Matters Now”, “FreedThinkers”, “Mindmill”, “Moxworld”, “Institute for Future’s Research”, and “Brilliance in Business” have in common? They, together with Vodacom, the FD Centre, and the African Crowd Funding Association, all form part of the “Re-Imagine Garden Route Think Tank”, recently formed to look at solutions and different ways to approach the rebuild and recovery of the Garden Route economy.

The people behind the names bring a wealth of experience and forward-thinking to the Garden Route, and willingly and freely sacrifice their time to collectively brainstorm the way forward district. The group is diverse in their fields of expertise and sector knowledge, and through that allows the natural synergy needed to think about the “Next Normal” after COVID-19. What makes it even more exciting is that three of the members are based overseas -Finland, Mexico, and Northern Ireland. The other members are based in the Western Cape, but they however have something else in common – they all love the Garden Route and would like to see it grow and prosper.

The Re-Imagine Garden Route Think Tank group, under the guidance of South Cape Economic Partnership (SCEP) and which forms part of the greater Garden Route Business and Economy Cluster under the Garden Route District Municipality (GRDM), identified the need and opportunity to introduce a first-ever and quite innovative WebiShop on 22 July 2020. The Webi-part will consist of a webinar in the morning (an online meeting or presentation held via the Internet in real-time, which connects individuals with viewers across the world), practically addressing several topics relevant to the re-imagining of the Garden Route, and in the afternoon the shop-part will consist of journey-mapping exercises with the three focus sectors namely Tourism, Agriculture and Construction.

It is envisaged that the first part will see invitations going out to all businesses and public sectors as an open invitation (hence the webinar), and the second part will see specific invitations to selected role-players in the abovementioned sectors, as this will be interactive workshop processes.

Themes for the webinar will include:

  • Keeping it tight – The Circular Economy model, concepts, and examples.
  • Design it right – Service design for the new normal.
  • Get Connected – Solutions for a Smart Region.
  • Funding for impact – Crowd funding as an alternative to conventional funding.
  • The Next Normal – Alternative business models.
  • What about the customer – Customer Experience Design – key pointers to keeping customers during the pandemic.
  • Flip-it – scenario planning concepts with a difference.

This WebiShop will be followed by a variety of sector workshops, webinars, training opportunities and sector experts and business mentors being deployed in the district to assist individual businesses.

Strong north-westerly winds(60-75km/h)are expected over the Western Cape on Thursday (9/7/2020) but strong gale (80-100km/h) wind is expected over the Central Karoo, Little Karoo, Cape Winelands, Overberg and coastal regions between Cape Columbine and Cape Agulhas of the Western Cape spreading to Plettenberg Bay by Thursday evening subside by Friday morning.

Description: Strong damaging winds
Strong damaging winds often occur along coastal regions, but also often occur during thunderstorm activity. These winds are sudden and can cause much damage.

Precautions:  Strong damaging winds
Stay indoors where possible away from the windows that open towards the severe winds. Be aware of the following: – sudden crosswinds if traveling especially between buildings, fallen trees or power lines, and flying debris.
Small boats must stay away from the open sea and seek the shelter of a harbour, river estuary, or protected bay.
Parked aircraft should be pointed into the direction of the wind and secured Listen to the radio or TV for warnings and obey the instructions from disaster management officers.

Descriptions: Snow

Snow is precipitation in the form of flakes of crystalline water ice that fall from clouds. Since snow is composed of small ice particles, it is a granular material.

Precautions: Snow

If driving decrease your speed and leave yourself plenty of room to stop, you should allow at least three times more space than usual between you and the car in front of you.  Brake gently to avoid skidding. If your wheels start to lock up, ease off the brake. Even at temperatures above freezing, if the conditions are wet, you might encounter ice in shady areas or on exposed roadways like bridges. Listen to the radio or TV for warnings and obey the instructions from disaster management officers.

Description: Flooding / Heavy Rain

Flooding occurs when water overflows its normal channels such as streams and stormwater drains. It can occur with prolonged periods of rain, with continuous heavy falls or in the form of flash floods which are usually associated with severe thunderstorms. Heavy rain may also result in river flooding causing damage downstream to areas that may receive no rainfall at all during the flooding event.

Precautions: Flooding / Heavy Rain

If possible stay indoors and off the roads, avoid crossing rivers and swollen streams where water is above your ankles. If trapped in flooding in a vehicle, abandon it and climb to higher ground. In buildings, move valuables to a safe place above the expected flood level. Switch off electricity at the supply point to the building. In rural areas protect/relocate animals to a safe place on higher ground. Abandon your home immediately if evacuation is recommended before access is cut off by floodwater. NEVER drive on a road covered by water. You do not know how deep it is or if the road has been washed away. If the vehicle stalls, leave it immediately and seek higher ground. Be especially cautious at night when it’s harder to recognize flood dangers. Listen to the radio or TV for warnings and obey the instructions from disaster management officers.

Description: Storm surges / High Seas

Generally heavy seas or damaging waves are a result of strong winds blowing over a large area called a fetch combined with low pressure systems. Long period swells are often very dangerous to tankers as they may literally snap them in half. Dangerous waves or surges may also be caused by storm surges and tsunami’s resulting in widespread coastal damage and loss of life.

In oceanography, a sea state is the general condition of the free surface on a large body of water—with respect to wind waves and swell—at a certain location and moment. A sea state is characterized by statistics, including the wave height, period, and power spectrum. The sea state varies with time, as the wind conditions or swell conditions change.

Precautions: Storm surges / High Seas

Ships should “idle” into the swell and wind so that the bow of the ship always faces the oncoming swell. If in a small sailing vessel reduce the sail area and steer into the oncoming swell. If along the shore-line stay well back from the highest high water mark as Secure all hatches, doors, windows, and ports. Secure all loose items in the interior.

Pump the bilge’s dry and keep pumping them dry at regular intervals. Stow away all loose gear and lash down any large items that cannot be stowed. Break out your life preservers and inform your crew that everyone will be putting them on well in advance of their necessity.
Break out emergency gear like flares and first aid kit, sea anchor, safety harnesses, etc.
Check your position and update your course as plotted on your chart. Prepare alternative routes to more protected areas. If you think you will be in for relatively long haul prepare some hot soup, coffee or stew freak waves may run up beyond the normal high watermark.

If the sea recedes exposing rock and sea bed normally not exposed immediately seeks higher ground at least 50m above your current position. Do not try swimming or fishing or other marine recreation during these events. Only extremely experienced surfers will temp their fate under these conditions.

YOUR PUBLIC TESTING QUESTIONS ANSWERED

Western Cape Government Health has seen an increase in people accessing testing sites in the George subdistrict. Please see below for answers to the frequently asked questions.

I think I have Covid-19, what should I do?

If you have flu symptoms, such as fever, body ache, dry cough, fatigue, and difficulty breathing, or a loss of taste or smell, you might have Coronavirus. You must be screened by answering specific questions about your health before you can go for testing. You can use the self-screening tool on our website, www.westerncape.gov.za/coronavirus, call our provincial hotline on 021 928 4102, or call your local facility. After completing the screening, you will be referred for testing if necessary.

Who can visit the testing site at George Hospital?

George Hospital has a Triage and Testing Site which is open to all members of the public who would like to be screened and tested if needed. The unit is on the hospital grounds and clearly indicated with signage. We would like to remind you that George Hospital’s Emergency Unit is for emergencies only and not for Covid-19 screening and testing. Only persons with medical emergencies should visit the emergency unit.

How long will I have to wait for my test results?

Tests results take between 3 – 5 days. In some cases it may take longer. You must isolate while you wait for your test results.

How will my test results be communicated to me?

You will receive a SMS from NHLS (National Health Laboratory Service) with your test result (positive or negative) to the contact number you provided.

Should I visit a health facility for my test results?

You should not visit any health facility to ask for test results. If you are positive, going to a facility for your test result will endanger the lives of other people. NHLS will communicate your test result to you.

Can I get a printed copy of my results from the clinic?

No, printed results will not be supplied by health facilities.

I have received my positive test result, now what?

Should you have received your positive result, you will be contacted by the contact tracing team for further instructions.

Do I need to retest after 14 days?

No follow-up testing is required or done at any of our facilities.

When you have been diagnosed with Covid -19, has had mild symptoms only, and has been in isolation for 14 days, you are considered recovered and may return to work. (This also applies to a person who self-isolates for 14 days after the onset of Covid-19 symptoms without testing). Public health facilities will not re-test anyone after 14 days of isolation. We have received numerous requests from private companies to retest their staff or to issue them with a letter to confirm that they don’t have Covid-19 anymore. The re-test will not be done, but Western Cape Government Health can issue a letter to confirm that a person is fit for work after this above period of isolation. Contact your nearest clinic for this. Testing in the public sector is free of charge. However, you will only be tested if you have been screened and meet the criteria for testing.

How can I protect myself from getting Covid-19?

Always remember the 5 golden rules of hygiene: Social distancing (keep 1.5 m away from others) and always wear a mask when in public, cough or sneeze in your elbow or a tissue, stay home if you are sick, wash your hands often for at least 20 seconds with soap and water, and do not touch your face.

The first Red Dot Taxi Service was rolled out to the Garden Route District in June 2020. The Service is a partnership between the minibus taxi industry and the Western Cape Government. Red Dot uses dedicated minibus taxis to provide critical transport services to COVID-19 positive people or those who were in close contact with a COVID-19 person who need transport to a quarantine and isolation facility. The service is called “Red Dot” because of easily recognisable red branding stickers on the vehicles.

Mr James Robb, Cluster lead for Transport at the Garden Route Command Centre and Manager: George Integrated Public Transport Network at Western Cape Department of Transport and Public Works, said, “It is important for drivers to be protected while transporting people; hence the Western Cape Department of Transport and Public Works installed a protective screen between drivers and patients.” The Department is responsible for implementing and monitoring the service, which consists of a fleet of dedicated minibuses. “Minibuses also have a tracker and hand sanitising dispenser installed along with guidance informing riders to wear face coverings throughout the journey,” said Robb.

According to Gerhard Otto, Chairperson for the GRDM Command Centre, “strict health and safety protocols are in place, including cleaning and sanitisation of vehicles after every trip, appropriate personal protective equipment, and a limit of 50% capacity”.

“The implementation of Red Dot in the District is further enabled by the Garden Route District Disaster Management Centre, which is providing a co-ordination function between stakeholders,” said Otto.

Umanyano Travel Services currently provides the service. The company is contracted by the Western Cape Department of Transport and Public Works.  Umanyano, was formed by SANTACO Western Cape, which represents the minibus taxi industry in the Province.

GARDEN ROUTE HEALTH PLATFORM UPDATE

 As Covid-19 cases are increasing in the Garden Route, more people are being referred to Isolation and Quarantine facilities. PetroSA West Camp is currently the only active facility in the Garden Route where patients, who are not able to do so at home,  are able to isolate and quarantine. We have had many happy patients returning from this facility.

Hospitalisation

There are currently 37 patients admitted in public and private hospitals with 9 in ICU.

Community Testing and Screening

The approach to active Covid-19 case finding within the rural areas remain that of community testing and screening with a focus on people > 55 years, the vulnerable and those of high risk (people with co-morbidities). To date 127 165 people have been screened and 678 referred for testing.

Isolation and quarantine

Isolation facilities are for patients with mild to moderate symptoms where they can recover from Covid-19 (usually 14 days) and quarantine facilities are for those awaiting test results. These facilities are safe and comfortable and you will receive free transport, meals, and a laundry service. People who cannot isolate or quarantine safely at home, can be referred to a isolation or quarantine facility.

PetroSA (West Camp) is currently the only activated isolation and quarantine facility in the Garden Route. More facilities will be announced, if and when the need arises or capacity is exceeded at PetroSA. We currently have 76 people at West Camp.

Primary Healthcare                                                                                                                                            

Although we urge patients to only visit their nearest clinic for essential services we remind parents and caregivers that services such as immunisations are still rendered. It is important to attend all your confirmed appointments. Services such as women’s health(family planning, antenatal and post-natal care), child health(immunisations) and TB, are still rendered. Stable chronic care patients must collect their chronic medicine at the chronic off-sites. “should you require guidance or advice around your current treatment or scheduled appointment, please contact your clinic/hospital.

Submitting fake or fraudulent complaints will have a negative impact on our ability to help those who need it and on our ability to prevent the spread of COVID-19. All personal information provided here will be kept confidential. Any information that is passed on to others to investigate your complaint will be kept anonymous. Western Cape Government will investigate each complaint and work to resolve your complaint as a matter of urgency. Those lodging complaints will only be contacted if necessary to acquire more information.
