Eden DM nominated as one of the top 5 finalist for Eco Logic Biodiversity Awards

This year, Eden DM was one of the top 5 finalists for the prestigious Eco-Logic Biodiversity Award. The municipality has received a Certificate of Merit for its Local Action for Biodiversity: Wetlands South Africa (LAB: Wetlands SA) Project.  The award ceremony took place on 5 June 2018, World Environment Day, in Tshwane. The LAB: Wetlands SA project aims to protect wetlands in the Eden District and ensures that these valuable assets provide critical services such as flood attenuation, water storage and water purification, whilst increasing the municipality’s resilience to the impacts of climate change, preventing natural disasters, and preserving vital habitat for local flora and fauna.

The ICLEI’s LAB: Wetlands South Africa Project contributed significantly to the long-term conservation and sustainable use of wetlands and served as an inspirational and practical example for others. The project continually enhances the awareness of wetlands as well as the integration of biodiversity considerations into local government planning and decision-making. It has improved the capacity of district municipalities to prioritise and effectively manage wetlands and biodiversity. The Eden DM has fully supported and benefitted from this project. Its participation within the project, highlighted the challenges experienced with wetland management within the district, which resulted in the development of two essential documents – the Eden District Wetlands Report and the Eden District Wetlands Strategy and Implementation Plan. These documents were co-developed by both ICLEI and Eden DM as part of the LAB project. The Wetlands Strategy and Implementation Plan provide for key implementation strategies within the district as well as its incorporation within the Eden DM Spatial Development Framework and Integrated Development Plans. This will facilitate dynamic and focused wetland management and protection initiatives within the district.

Other nominated finalists for the coveted Biodiversity Award included the ‘Bearded Vulture Breeding Programme’, the ‘Buffelsdraai Landfill Site Community Reforestation Project’, the ‘Cape Town Environmental Education Trust – Nature Care Fund’ and the ‘Lifescanner Lab-In-A-Box’ project.

UPDATE: Eden DM delegation’s visit to China and Hong Kong: 21-29 JUNE 2018

Eden District Municipality (Eden DM) was invited by the Hong Kong Trade Development Council to attend the Belt and Road Summit on the 28th of June 2018. The Belt and Road Summit is an initiative that drives the global economy by fostering the development of regional infrastructure and connectivity, as well as, investment and economic co-operation.

This summit was attended by the following Eden DM delegates:
Executive Mayor: Cllr Memory Booysen;
Municipal Manager: Mr Monde Stratu;
Executive Manager Planning and Economic Development: Mr Lusanda Menze;
Manager in the Office of the Executive Mayor: Mr Siphiwe Dladla; and
Manager District Economic Development and Tourism: Ms Melanie Wilson.

During the summit, Eden DM Representatives interacted with various businesses with regards to investment opportunities in the region and in collaboration with WESGRO, promoted the region as an investment destination. The aim of this was to sell the potential the district has, as it was tabled by various B-Municipalities during the Garden Route Investment Summit, held at Oubaai in March 2018. The region as a tourism destination was vigouriously promoted, not only to the Chinese and Hongkong representatives at the summit, but also to other internationals who attended the summit.

An Africa Investment Round Table discussion was also hosted and facilitated by the Hong Kong Trade Development Council.   During this session,  African representatives were given the opportunity to present their investment potentials to various companies in China and Hong Kong.  The purpose of these discussions were to promote possible collaboration and partnerships, especially relating to Infrastructure and Tourism opportunities.

The Eden Team, led by the Executive Mayor, Cllr Memory Booyson also met with the South Africa’s Consul-General to Hong Kong, Mr Madoda Ntshinga, who linked up the District with possible investment opportunities, in Hong Kong and China mainland. The Consul-General further committed to invite the District, together with businesses to various marketing platforms in Hong Kong.

Furthermore, a range of meetings and site visits took place from the 22nd  to 26th of June 2018 in Shanghai.  This included a visit to an indigenous and traditional medicine laboratory, owned by a Shanghai Pharmaceuticals Holdings Co.  The Eden DM representatives was hosted by Dr Hongbin Cheng from the China-South Africa Bridge (CSA), who facilitated business meetings with the Shanghai Business Chamber representatives. The Eden Team was joined by the Trade Commissioner from South Africa’s Consulate-General’s Office in Shanghai, Mr Thulani Mpetsheni who provided support in the several meetings held. The businesses included in these meetings were:
•    CSA Business Platform;
•    Shanghai Golden Up Technology Company;
•    Realmax;
•    Huiyne;
•    China Travel Service co. Ltd; and
•    Shanghai Pharmaceuticals Holding Co. Ltd.

The meetings with the above-mentioned companies were also attended by Ms Rehana Boolay, Investment Specialist for China Trade and Investment Facilitator between China and the Western Cape.

It is envisaged that an extended business delegation from China will visit the Garden Route in September 2018 in follow-up discussions, and to also concertize the various bilateral agreements.  The purpose of the visit is also for Chinese to familiarise themselves with the region, investment opportunities and to meet the local municipalities and relevant private sector stakeholders.  More information will be made available as progress takes place.

 

EXTENSION OF THE LEASE CONTRACT FOR THE PROVISION OF A FIRE STATION

FOR PUBLIC COMMENT

Eden District Municipality intends to extend the lease of the contract for the provision of a fire station.  The initial contract with Terblanche Transport (Pty) Ltd was valid for the period of 01 January 2015 until 31 December 2016.

 This contract was extended for a further period up until 31 December 2017. A further extension was requested and also approved up until June 2018. A new request was made to Council for a further extension. On the 29th of May 2018 Council approved a further extension to June 2019.

In terms of Section 116 of the Municipal Finance Management Act, Act 56 of 2003, a contract of agreement procured through the Supply Chain Management policy, may be amended by the parties, but only after the local community has been given reasonable notice of the intention to amend the contract or agreement.

The local community is henceforth invited to provide comments, if any, in writing to Mr Monde Stratu, Municipal Manager of Eden District Municipality to 54 York Street, George, 6530 or topa.mm@edendm.gov.za  before 31 July 2018.

Eden DM engaging with B-Municipalities to prepare for the Garden Route Investment Conference

Engagements with Municipalities in the Eden district is currently underway. The purpose of these sessions is to ensure that all Municipalities are ready for the upcoming Investment Conference and at the same time, to strengthen relations with the B-municipalities in the Eden district.

The first session took place in Hessequa on Wednesday, 23 January 2018 and soon after the Kannaland session followed.

The Eden DM and Hessequa delegations during the 1st session held in Riversdale.

During these sessions the Executive Mayor of Eden District Municipality (Eden DM), Cllr Memory Booysen, emphasised his willingness to strengthen relations with the B-Municipalities. “Not only formal structures such as forums should be used to discuss matters of mutual interest. We should be open for assistance at any given time as the need arises,” Mayor Booysen said at the engagement in Hessequa. Mayor Booysen also gave an update of the name change process of Eden DM and also explained how the name change will be of benefit to the identity of the district.

At the session in Kannaland, Executive Mayor of Kannaland Municipality, Cllr Magdalene Barry, welcomed the willingness of the Eden delegation to meet with Kannaland and commended the team for their efforts to enhance the economy of the district, with reference to the Skills Summit and Investment Conference. The Kannaland delegation made sure that they fully inform the Eden DM delegation of the lack of capacity and resources that the municipality is currently confronted with, but at the same time Mayor Barry praised the Kannaland officials for what they have achieved in such a short period of time, especially with reference to their Eskom bill that was recently fully settled.

Furthermore Mayor Booysen requests municipalities to ensure that when they attend the Conference, they be fully prepared with their product offerings. “We will require all municipalities to provide information on what their area can offer to investors by showcasing specific offerings.”

The sessions will be finalised during the second week of February.

Eden District Municipality name to change to Garden Route District Municipality

On 5 December 2017, the Eden District Municipality Council approved the name change of Eden District Municipality to Garden Route District Municipality (GRDM). The decision came after the entire Eden DM Council took note of the rigorous Public Participation process followed by Eden DM and all role-players since the onset of the name-changing process. The next step of the name change will be to inform the Western Cape Government, MEC for Local Government, Mr Anton Bredell, of Council’s decision and request to publish a notice about the name change in the Government Gazette.

During a debate in Council, Cllr Memory Booysen – Eden DM Executive Mayor explained the reasoning behind the name change, by saying: “The Regional Tourism brand will still be known as Garden Route and Klein Karoo and will continue to be marketed in that way. By changing our name to Garden Route District Municipality does not mean that we see less value in the name Klein Karoo, we see the Klein Karoo as part of the Garden Route. When looking at the name “Eden”, it never included the name “Klein Karoo”, but people were still aware of it.”

Cllr Mark Willemse – Eden DM Speaker also shared his personal views about the name change. He explained: “The name Eden is not familiar to people outside the region and it also did not add any value to tourism in the region – it only created confusion. If a person does a Google search for the word “Eden”, it does not even mention anything about the Garden Route or Klein Karoo, but once a person searches for the phrase “Garden Route”, the words “Klein Karoo” ends up with the search results of Garden Route.”

  • Broadcast media: Radio interviews (Algoa FM, Eden FM)
  • Print media: Newspaper notices in the Group Editors regional newspapers
  • Public Participation sessions: All B-Municipalities (Bitou, Knysna, George, Mossel Bay, Hessequa, Kannaland and Oudtshoorn).

Outcome of public and council opinions:

  • Municipal Councils in favour of the proposed name change:
  • Eden, Mossel Bay, Hessequa, George, Bitou and Knysna.
  • Municipal Councils opposed to the proposed name change:
  • Oudtshoorn and Kannaland.
  • Public in favour of the proposed name change: 28
  • Public opposing the propose name change: 26
  • Other proposals: 7

The Communication and Graphic Design Section of the municipality will design the GRDM logo and a brand guide to ensure that the organisation transitions smoothly into a new identity.

Proposed name change of Eden District Municipality to Garden Route District Municipality

The Eden District Municipality Council resolved the following on 30 August 2017 (DC 214/08/17):

  • That council agrees in principle on the proposed name change from Eden District Municipality to Garden Route District Municipality.
  • That a proper public participation process be initiated to solicit the view of all stakeholders and members of the public.
  • That the municipal logo and other symbols and colours maybe be reviewed after completion of the public participation process.
  • That the comments from B-municipalities within the district also be obtained.
  • That a time frame of sixty (60) days be allowed for a proper public participation process starting from 1 September 2017.
  • That a final report be submitted to council after the public participation process has been finalised.
  • That should council finally approve the proposed new name, the new name be submitted to the Minister of Local Government to comply with Section 16 of the Local Government: Municipal Structures Act 117 of 1998.

The motivation for the proposed name change to Garden Route District municipality among others is as follows:
Various names and brands are used to refer to the Eden district municipal area. names include, but are not limited to: Southern Cape, Southern Coast, Eden, and Garden Route. This creates a state of brand delusion, meaning that there is a mismatch between what some believe, what council believes the municipality’s brand should represent and the experience of the people who live and visit our area.

To create a public perception about a brand takes a lot of time and effort.

There is evidence that a lot of people outside the Eden district do not understand what the word ‘Eden’ means in the context of our municipality or why the district is actually using the name.

From a competitive tourism marketing strategy point-of-view, it is difficult to promote a brand in the oversaturated tourism market. Currently the European, Chines and Southern American and African markets are already aware of the name Garden Route, which makes it easier to continue with a brand aligned to this description.

Our area has already been declared an international biosphere by UNESCO and is known as the Garden Route Biosphere reserve. That is a very prestigious recognition that we must leverage to ensure economic growth for our region.
