Public Notice: Transfer of Prescribed Burning Regulation Function to Garden Route District Municipality Fire and Rescue Services

PUBLIC NOTICE: TRANSFER OF PRESCRIBED BURNING REGULATION FUNCTION TO GARDEN ROUTE DISTRICT MUNICIPALITY FIRE AND RESCUE SERVICES

Notice applicable to Hessequa, Kannaland, George, Knysna, Bitou and Greater Oudtshoorn.

Notice is hereby given, in terms of the Constitution of the Republic of South Africa, 1996, read together with the Local Government: Municipal Structures Act, 117 of 1998, the Local Government: Municipal Systems Act, 32 of 2000, and the Local Government: Municipal Finance Management Act, 56 of 2003, that the function relating to the regulation and control of prescribed burning is hereby assigned to and will vest in the Garden Route District Municipality Fire and Rescue Services.

This transfer is undertaken in alignment with local government matters listed in Part B of Schedule 4 of the Constitution, including firefighting services-specifically specialised services such as mountain, veld, and chemical fire services—as well as Part B of Schedule 5. The purpose of this assignment is to promote integrated service delivery, enhance fire risk management, ensure coordinated veldfire mitigation, and improve operational efficiency within the district.

The assignment further gives effect to the district municipality’s mandate to provide specialised firefighting services across the district, including veldfire prevention, control, and management, as contemplated in applicable legislation and intergovernmental frameworks.

Accordingly, all functions, responsibilities, and administrative processes relating to the authorisation, monitoring, and enforcement of prescribed burning activities within the Garden Route District Municipal area will, with effect from 1 July 2026, be performed by the Garden Route District Municipality Fire and Rescue Services.

POSSIBLE TELEPHONE SERVICE INTERRUPTION ON 30 JUNE 2026

Notice is hereby given that the Garden Route District Municipality will be migrating its telephone services to a new telecommunications service provider on 30 June 2026.

During the number porting process, there is a possibility that the municipal telephone services may experience temporary interruptions or become unavailable for short periods.

The Municipality apologises for any inconvenience this may cause and assures the public that every effort will be made to minimise disruptions and restore services as quickly as possible.

Alternative communication channels, including email and the municipal website, and the emergency number 081 709 5193 will remain available during this period.

Public Notice: Intention to Alienate Municipal Properties by Public Auction

Notice is hereby given in terms of Section 14 of the Municipal Finance Management Act, 2003 (Act No. 56 of 2003) (“MFMA”), read together with the Municipal Asset Transfer Regulations (Government Notice R. 878 of 2008), that the Garden Route District Municipality intends to alienate certain municipal (council-owned) immovable properties by way of public auction.

Notice is further given that the Municipal Council of the Garden Route District Municipality, at a duly constituted meeting held on 23 April 2025 via item H.2, adopted a resolution in terms of Section 14(2) of the MFMA, wherein it was resolved that the identified properties are not required to provide the minimum level of basic municipal services and may be alienated.

A list of the properties proposed for alienation, including their locations, erf numbers, extent, and any applicable conditions, will be made available for public inspection at the GRDM offices and on the municipal website. The local community and other interested parties are invited to submit comments or make representations in respect of the alienation of the properties.

Any comments and/or objections to the proposed alienation, with your reasons for such objection(s), must be submitted in writing and addressed to the Municipal Manager, Garden Route District Municipality, P O Box 12, George, 6530, by no later than 30 June 2026.

Any comments and/or objections which are received after the above-mentioned closing date, may possibly not be taken into consideration. In terms of section 21(4) of the Systems Act, notice is hereby given that people who cannot write may approach the Integrated Planning and Economic Development Department during office hours, where a member of staff will assist them in converting their comments or objections into writing.
